Summary

The standard UFGS 01 32 01.00 10 scheduling specification contains a section that allows schedule activities to be considered 100% complete if the remaining work:


  • is considered as punch list items, and
  • doesn’t hold up successor work.


This flexibility provided for schedule management can be used to simplify the schedule updating and review process while not compromising schedule accuracy.

How to leverage this requirement for schedule management.


This flexibility is described in the specification to “allow for proper schedule management”. As explained in the example scenario above, it simplifies the schedule updating and review process without compromising schedule accuracy.


Also, as explained in our Schedule Cost Loading article, the same specification also includes the requirement for 1% of the contract value to be cost loaded on the “Correction of Punch List from Government Pre-Final Inspection” activity. This cost requirement helps balance risk for the owner, allowing this statusing flexibility.


Schedule sequence

Method 2 (using this spec section): With this method, the painting activity is statused as 100% and closed out – as long as the owner agrees that the remaining work is considered a punch list activity, AND it does not hold up the successor flooring*.


*Note the spec section states an activity *may* be declared 100% complete, not *will* - providing the allowance, but not the obligation.


Since the activity is marked as complete, the schedule would not require logic changes to address what would otherwise become an out-of-sequence condition or continue to track the activity as open. The activity’s actual duration would also align more closely with its planned or original duration.

This article discusses a section of the UFGS 01 32 01.00 10 scheduling specification that is often overlooked but is helpful to schedule management because of the flexibility it provides.


A schedule activity may be considered 100% complete if the remaining work is considered as punch list items and doesn’t hold up successor work.


Why is this important? The flexibility permitted by this specification section allows the schedule updating and review process to be simplified without compromising schedule accuracy – benefitting the contractor updating the schedule and the owner performing the review.

Specification Section 3.3.17 - Percent Complete


The standard UFGS 01 32 01.00 10 schedule specification includes this section as 3.3.17, titled “Percent Complete”. This specification may be used by federal agencies including USACE, NAVFAC, AFCEC, and NASA. (As individual project requirements vary, review your specifications to confirm if this section is included).


During construction, the interior painting finishes, however there’s a small area that needs repainting after it was scratched when the painting subcontractor removed their ladder. This touch-up area is not holding up any successor work, including the start of the flooring installation.


The schedule painting activity can be statused one of two ways:


Method 1 (not using this spec section): The activity is statused at 97% complete and will remain open until the paint touch-up is complete, resulting in the following:


  • The schedule will require logic changes to address what will become an out-of-sequence condition since the flooring can start before the painting activity finishes.

  • The painting activity will remain open until the touch-up is complete, requiring the project team to revisit this open activity and status every update until it is closed.

  • If the touch-up remains open for multiple updates, it’s duration would become overrun. For example, instead of the painting taking 10 work days per it’s original duration, it’s actual duration becomes 100 work days.
